RM Quality Construction LLC have completed thousands of homes through various COG’s (Council of Governments) and grant administration such as South East Texas Planning Commission (SETPC), Houston-Galveston Area Council (H-GAC), Shaw Group, Grantworks, Langford Community Management, and many more. In 2007 and 2008, we reconstructed the first Hurricane Rita homes through the State of Texas CDBG program. We reconstructed homes for rounds 1 and 2 of CDBG-DR funded programs and the Sabine Pass Restoration Program for Hurricanes Rita and Katrina from 2008 and 2011. We have built homes in the Southeast Texas Region in Jefferson (Beaumont/Port Arthur), Jasper, Newton, Polk and Hardin Counties through their Hurricane Recovery Programs.

CDBG-DR PROGRAM EXPERIENCE

RM Quality Construction has been involved in CDBG, CDBG-DR and TDHCA’s HOME program since 1996. During this time, we have completed an average of one hundred reconstruction projects per year through these programs. This demand has led us to adopt a mobility program that allows our superintendents to utilize RV’s as mobile offices. Since these projects are scattered throughout Texas, we have had to refine our business strategy to be as mobile as possible. Mobility, financial responsibility and customer satisfaction has allowed us to move ahead of our competitor’s and retain our clientele. Our years of working throughout Texas have allowed us to build a portfolio of staffing and subcontractors.

We have been involved with the Texas Homeowner Assistance Program and the Sabine Pass Restoration Program. The two programs were the first CDBG-DR housing construction programs conducted in the U.S. on applicant owned lots. RM Quality Construction built the very first homes associated with these programs. These programs ran from 2008 through 2011 across twenty two counties in Southeast Texas. We completed two hundred and forty-eight homes working with various local COG’s and the SHAW Group.
