RM Quality Construction, LLC was founded by Mr. Malouf over 35 years ago when he started remodeling and building custom homes. Randy expanded his business in 1996 to include rehabilitation and reconstruction of homes for the HOME program administered by TDHCA (Texas Department of Housing and Community Affairs) and CDBG. After 1996, he completed approximately 70 homes per year until he became involved with the Hurricane Rita disaster recovery programs. There programs were funded by HUD CDBG-CR and administered by TDHCA. Mr. Malouf oversaw a team of nine superintendents completing 125 homes per year. Since then, RM Quality Construction has been actively involved with the TDHCA’s HOME program and completes an average of eighty homes per year.

Mr. Malouf has over 35 years of residential construction and project management experience.

Mr. Johnson has a Bachelor of Science degree from Kansas State University. He has 15 years of supervisory construction experience in residential new construction and rehabilitation projects. He is a 2015 IECC (International Energy Conservation Code) certified energy inspector/ plans examiner, certified lead renovator. He holds numerous aviation designations including certified flight instructor, flight instructor instrument, multi-engine instructor, remote drone and holds an airline type certification.

Cody began as a superintendent involving disaster recovery work after Hurricanes Rita, Katrine and Ike. He has personally completed over three hundred new construction builds as a superintendent and numerous remodel projects that subsequently put him in a position to be a Project Manager. Cody has managed numerous builds through the Galveston County Housing Authority, GLO, HOME program, CDBG and has had key involvement with program managers such as Shaw Environmental, Inc. and URS Corp. He has been heavily involved with HUD funded programs and driven build times that are consistently under 30 days.
