Sabine Pass Restoration Program

The Sabine Pass Restoration Program (SPRP) was established and Twelve million dollars of CDBG-DR funding was allocated and administered by the SHAW Group after Hurricane Rita came ashore directly over Sabine Pass. The category three storm hit the town with a fifteen-foot storm surge, high winds and heavy rain.

The SPRP Program is funded by the U. S. Department of Housing and Community Affairs (TDHCA). All of Sabine Pass was in a special flood hazard area and every home needed elevating. RM Quality Construction was busy with the Texas Homeowner Assistance Program during the time that the Sabine Pass Restoration Program was initiated. Sabine Pass had almost been completely wiped clean and construction needed to begin quickly. We quickly moved our specialized subcontractors that were capable of building these specifically tailored homes.

The homes required extensive wheelchair ramps or elevators that required unique building practices. RM Quality Construction was a leading performer in this program and completed the program while still handling its obligations in the Texas Homeowner Assistance Program. The complexities of building in this area were far more complicated than had been the case in other areas associated with these Hurricanes. We were able to establish mobile offices in this area and commence demolition and reconstruction activities in an efficient manner. RM Quality Construction was able to step up and meet their obligations under the program.
